Pursuant to Article 10, paragraph (2) of the Law on the Budget of the Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for 2018 ("Official Gazette of Bosnia and Herzegovina", No. 8/18) and Article 5 of the Decision on the Criteria for Awarding Grant Funds to the Ministry for Human Rights and Refugees of Bosnia and Herzegovina for 2018, adopted by the Council of Ministers of Bosnia and Herzegovina at the 137th session held on 28 March 2018, the Ministry for Human Rights and Refugees of Bosnia and Herzegovina hereby announces
PUBLIC INVITATION
for awarding grant funds to support organizations of people with disabilities
1. Purpose and objective of the Grant
Grant funds are intended for organizations of persons with disabilities in BiH to implement programs to prevent and increase the visibility of persons with disabilities in BiH society. Funds are allocated for projects with the aim of enabling associations of persons with disabilities to create diverse promotional activities throughout the territory of BiH in order to highlight the challenges and problems that persons with disabilities and their families face in everyday life. These grant funds can support projects related to promoting the rights of persons with disabilities through marking significant dates for this population and implementing activities aimed at promoting the rights of persons with disabilities (sports activities, cultural, educational, etc.), in order to increase their visibility and inclusion in all aspects of society.
2. Grant beneficiaries
Organizations of people with disabilities and organizations of people suffering from diseases that can cause disability from Bosnia and Herzegovina can apply for the Grant.
Applicants, when submitting a project proposal, can:
a) participate with own funds,
b) combine own funds with partners,
and they must be presented in the project proposal.
3. Value of individual projects and co-financing
Grant funds intended for organizations of people with disabilities in the amount of 40,000.00 KM are provided by a current grant within the budget of the Ministry for Human Rights and Refugees of Bosnia and Herzegovina.
The amount of funds that can be awarded per project proposal is up to 4,000.00 KM.
4. Public Call Rules
In order for the application to be considered, it must be submitted in the prescribed form (in accordance with point 8), within the given deadline and meet all the general conditions listed below:
a) The application must be submitted within the deadline prescribed in the public call;
Projects that do not meet all of the aforementioned general conditions will be rejected.
One applicant can only apply with one project proposal.
5. Cost categorization
The total value of the project's administrative costs cannot exceed 101% of the total requested amount for the project, depending on the purpose of the grant funds.
The project budget (Form III) must clearly indicate for which activities funding is requested from the Ministry, and which activities will be financed with own funds or funds from other sources.
5. Basic criteria
The basic criteria for evaluating project proposals are as follows:
a) The project proposal must correspond to the purpose and objectives of the grant from Article 4 of the Decision on the criteria for awarding grant funds of the Ministry for Human Rights and Refugees of BiH for 2017;
b) The project must be completed within 12 months of the award of the grant funds;
1) Debts and reserves for losses or debts;
2) Interest payable;
3) Items already financed under another project;
4) Purchase and rental of land and existing buildings;
5) Utility costs (water, electricity, heating, internet, etc.);
6) Leasing costs;
7) Taxes and customs costs;
8) Purchase of used equipment;
9) Guarantee costs and similar expenses;
10) Lending to third parties, etc.;
11) Study visits, with the exception that they may be financed from own resources;
12) Vehicle purchase.
(2) Applications that do not meet the basic criteria will be rejected.
6. Required documentation for application
Each application must contain completed prescribed forms that are an integral part of this Public Call and mandatory documents, as follows:
All Forms (IV) must be filled in, signed and certified by the responsible person of the applicant.
Incomplete and untimely applications will not be considered.
7. How to submit an application
All applications must be submitted in one of the official languages of BiH, in a timely manner and on the prescribed forms, including all mandatory documents and attachments.
Applications are submitted exclusively by mail, in a sealed envelope, to the following address:
Ministry for Human Rights and Refugees of BiH, Trg BiH 3, 71 000 Sarajevo with the following information:
"DO NOT OPEN PUBLIC CALL FOR THE ALLOCATION OF GRANT FUNDS - SUPPORT TO ORGANIZATIONS OF PERSONS WITH DISABILITIES"
Applications are submitted exclusively on the application forms as indicated above, which are available on the official website of the Ministry: www.mhrr.gov.ba
8. Deadline for submitting applications
The deadline for submitting applications is 21 days from the date of publication of the Public Call in daily newspapers. Incomplete and untimely applications will not be considered.
9. Additional information
All additional questions regarding the Public Call can be submitted via email, no later than 7 days before the deadline for submitting project proposals, with the name of the Public Call clearly indicated in the subject line of the message, to the following address: tijana.borovcanin@mhrr.gov.ba .
10. Criteria for evaluating project proposals
When considering project proposals, the Commission will evaluate the following:
Procedure and notification of the results of the Public Call
The selection of grant beneficiaries, or project proposals, is carried out by the Commission for the Selection of Grant Beneficiaries appointed at the proposal of the Ministry for Human Rights and Refugees of BiH. The Commission for the Selection of Grant Beneficiaries reviews applications in order to eliminate incomplete and untimely applications, after which it begins the procedure for selecting grant beneficiaries. After completing the procedure referred to in the previous paragraph, the Commission draws up a Proposal for a Decision on the allocation of grant funds, or project proposals, and submits it to the Minister for Human Rights and Refugees of BiH. The decision on the allocation of grant funds is made by the Council of Ministers of BiH at the proposal of the Minister for Human Rights and Refugees of BiH. The Ministry for Human Rights and Refugees of BiH will provide all applicants with information on the results of the selection of project proposals, as well as information on the possible rejection or rejection of project proposals.
