In order to encourage the employment of persons with disabilities in the Federation of Bosnia and Herzegovina, and based on the Decision of the Board of Directors No. 01-02-2-510/12 of 18.04.2012. and in accordance with the Law on Professional Rehabilitation, Training and Employment of Persons with Disabilities ("Official Gazette of the Federation of Bosnia and Herzegovina" No. 9/10), and the Rulebook on the criteria and method of distributing the Fund's funds according to the purposes and beneficiaries determined by the Law on Professional Rehabilitation and Employment of Persons with Disabilities - Consolidated Text No.: 01-02-2-515/12 and the Decision on Procedures for the Exercise of Rights and Payment of Incentives No.: 01-02-2-512/12, the Fund for Professional Rehabilitation and Employment of Persons with Disabilities of the Federation of Bosnia and Herzegovina announces:

PUBLIC INVITATION

for the allocation of financial incentives in 2012 for the new employment of persons with disabilities

And

Legal entities and other persons from the Federation of BiH are invited to submit a request for the award of a financial incentive for each newly employed person with a disability whose disability percentage is 60% and above and whom they employ on the basis of this public call. Unemployed persons with disabilities whose disability level is 60% and above, who will be employed by starting a business (self-employment) or by registering a business company independently or as co-owners, are also entitled to participate in this public call.

The funds allocated under this public call will be used for:

1. adjustment of workplace and working conditions for a newly employed person 1,500.00 KM

2. procurement of work equipment for a newly employed person with a disability 1,500.00 KM

3. funds used to finance the costs of work of persons with disabilities or financing additional costs due to reduced work performance of persons with disabilities (the above also includes financing the costs of salaries of newly employed persons with disabilities) 7,000.00 KM

The funds are exclusively justified through the payment of costs to third parties and the payment of purchases from third parties and payment based on labor costs. For all of the above, the beneficiary of the funds must have valid accounting documentation. Exceptionally, the maximum amount of opportunity costs, i.e. "uncovered costs" (e.g. labor costs of already employed persons who need to prepare project documentation for the new employment of persons with disabilities, time for knowledge transfer, etc.) is 51% of the amount of the financial incentive for each newly employed person, provided that it cannot exceed 1,000.00 KM if an application is submitted for more than one person.

An employer may apply for funds listed under only one item or funds listed under multiple items, provided that in this case the total amount of funds requested cannot exceed the amount of financial incentive awarded per newly employed person with a disability under this Public Call. An employer may submit an application for one or more persons with disabilities.

The total amount of funds intended for the award of financial incentives is 500,000.00 KM according to this Public Call.

Funds are allocated to employers in a maximum amount of 10,000.00 KM for one newly employed person with a disability with whom an employment contract has been concluded for a period of at least 12 months. Funds for self-employment amount to a maximum of 10,000.00 KM for one person, provided that the registered trade or company must have been operating for at least 12 months.

A person with a disability who is employed based on this Public Call must have been unemployed for at least 30 days prior to the date of application.

Preference will be given to employers who will employ a person with a disability for an indefinite period of time and without opportunity costs, i.e. for a period longer than 12 months, employers who will employ a person with a higher degree of disability, and employers who employ persons with disabilities under general conditions in accordance with the provisions of the Law on Professional Rehabilitation, Training and Employment of Persons with Disabilities of the FBiH, provided that they also meet other criteria from the Public Call.

V

The application for the allocation of funds must be submitted exclusively on the prescribed form, which can be downloaded as stated under point VII of this call.

The request must be accompanied by:

1. A certified copy of the entity's registration decision

2. A certified copy of the decision on the classification of the subject by activity (statistics)

3. Certified copy of balance sheet and income statement or other equivalent reports (all for 2011). For sole proprietors Form SPR 1053 for 2011

4. Certificate of settled/unsettled tax liabilities – from the FBiH Tax Administration and the Indirect Taxation Administration or Certificate that the entity is not registered as a taxpayer of indirect taxes

5. Certificate of settled/unsettled obligations based on contributions for health, pension and unemployment insurance (for each contribution separately). The applicant may also attach a Certificate from the FBiH Tax Administration stating what it refers to.

6. A certified and signed statement that the applicant is not in bankruptcy and/or liquidation proceedings.

7. Free-form monthly overview of unpaid salaries – up to and including February 2012

8. Persons with disabilities who are self-employed are required to submit a certified signed statement by the competent authority that in the event of receiving funds from the Fund, they will register their trade and self-employment, while persons registering a company must submit a notarized deed of incorporation of the company. Persons from this point of the public call are required to submit, along with the application, a finding, assessment and opinion determining the degree of disability and a statement of reduced work performance.

After the procedure is completed, the selected employers will conclude a Contract with the Fund for Professional Rehabilitation and Employment of Persons with Disabilities.

After concluding the Contract with the Fund, the employer is obliged to conclude an Employment Contract with a person with a disability within 15 days and submit it to the Fund within 3 days, together with a copy of the Employee Registration with the FBiH Police Department and the findings, assessment and opinion determining the degree of disability and a statement confirming reduced work performance if the employer employs a person with a disability with reduced work performance. The Fund may verify the authenticity of the statement on reduced work performance.

In addition to the documentation from paragraph 1 of this point, the employer is also obliged to submit:

1. For a person seeking employment who is registered with the Employment Service – Certificate from that service that the person has been registered as unemployed for more than 30 days prior to the date of submission of the application

2. For a person who is employed but is not registered with the Employment Service - Certificate from the competent PIO authority on work experience, from which it can be determined that this person has not exercised the right to PIO for more than 30 days until the date of submission of the application

After submitting the documentation referred to in paragraphs 1 and 2 of this item, the Fund for Professional Rehabilitation and Employment of Persons with Disabilities will pay the approved amount to the employer.

If the employer fails to submit the documentation referred to in paragraphs 1 and 2 of this section within the prescribed period, the previously concluded Agreement with the Fund shall be deemed to be automatically terminated.

A person with a disability who is self-employed after completing the registration process must submit, in addition to the above-mentioned documents: Decision on registration, Decision on classification by activity, transaction account number.
